Bella Vista, Rogers, and Fayetteville run their own ordinances on the same model: leashed everywhere by default, fenced off-leash yards as the carve-out. June through August runs hot and humid, and the open-sided runs at Bark Park and Orchards bake by mid-morning. Spring storms turn the Bark Park surface muddy for a day or two at a time, so Orchards (better drainage) becomes the smarter pick. Fall is the peak window: cool mornings, dry trails, and the Tanyard Creek canopy at full color. Winter is mild enough that the off-leash regulars don't break stride, though Bella Vista's hand-pump water shuts off.
